Victor started school in 1949 and graduated high school in 1961. He then earned a Bachelor of Commerce Degree at the University of Saskatchewan in 1965. He joined the Charter Accountant firm of Peat, Warwick and Mitchel in Calgary Alberta in 1967.
He went on to become Vice president of Financial planning and comptroller of Dome Petroleum.
